PIP ADHD Refused or Zero Points: What to Do Next
Getting a PIP decision letter that awards zero points when you live with ADHD every day is devastating. The initial award rate for new ADHD claims is significantly lower than the all-conditions average, so if this has happened to you, you are not alone — and a refusal is not the end of the road.
Why ADHD Claims Get Refused
Most PIP refusals for ADHD come down to one pattern: the assessor recorded that you can do things, without asking whether you can do them safely, repeatedly, to an acceptable standard, and within a reasonable time. That four-part test — the reliability criteria under Regulation 4(2A) — is where ADHD claims live or die.
Common reasons ADHD claims score zero:
- Masking during the assessment. You held a fluent conversation for 45 minutes, so the assessor recorded no cognitive difficulties. Years of compensating made you look fine in a structured one-off interaction.
- Physical ability assumed functional ability. You can physically lift a pan, so the assessor scored preparing food as unaided — ignoring that you leave the hob on, burn food, or forget to eat for hours.
- Prompting not recognised. Your partner reminds you to take medication, shower, and leave on time, but the report says you manage independently.
- Fluctuation averaged away. The assessor recorded your better-day answers and treated them as your everyday reality, ignoring the 50% rule.
Your Right to Challenge
You usually need to request a PIP Mandatory Reconsideration within one calendar month; GOV.UK says you can ask after that if you have a good reason. In Scotland, request an ADP re-determination within 42 calendar days of being told of your right to request one; a late request can be accepted for good reason within 12 months. If you have missed a deadline, send the request promptly and explain why it is late.
A Mandatory Reconsideration asks the DWP (or DfC in Northern Ireland) to look at the decision again. You can submit new evidence and explain why the decision is wrong. In Scotland, Social Security Scotland carries out the re-determination and must issue a new decision within 56 days.
What to Include in Your Challenge
The most effective challenges do three things:
- Quote the specific descriptors that should apply. Don't argue generally — name the activity (e.g. Activity 1: Preparing food), state which descriptor you meet (e.g. 1(e): needs supervision or assistance), and explain why.
- Address the reliability criteria. For each activity, explain how your ADHD means you cannot do it safely, repeatedly, to an acceptable standard, or within twice the normal time on more than 50% of days.
- Submit new evidence. A carer's statement detailing the prompting they provide, occupational therapy reports, or a GP letter confirming your medication does not eliminate executive dysfunction all carry weight.
If the assessor's report says you were "well-presented" or "engaged well," challenge that directly — explain that maintaining composure in a short structured interaction is the mask, not the reality.

If Mandatory Reconsideration Fails
If your Mandatory Reconsideration is upheld, you have one calendar month from the date on the Mandatory Reconsideration Notice to appeal to the First-tier Tribunal. In Scotland, you have 31 calendar days from the re-determination notice to appeal to the First-tier Tribunal for Scotland.
In England and Wales, an appeal is decided by a judge sitting alone or by a tribunal panel of up to three people; a panel is chaired by a legally qualified judge and may also include a doctor or a person with experience in disability issues. In April to June 2026, 67% of PIP decisions cleared at a tribunal hearing in England and Wales were overturned in the claimant's favour. This is a PIP-wide rate, not an ADHD-specific result. You can bring a companion, request reasonable adjustments (breaks for cognitive fatigue, a specific time of day), and present new evidence on the day.
Free help may be available from Citizens Advice, welfare rights services, and disability charities, but representation depends on the provider and location. Don't pay a commercial claims company when free expert help exists.
Getting Organised for Your Challenge
The strongest challenges are built on specific, dated evidence of how ADHD affects your daily life — not general descriptions of ADHD symptoms. A structured claim guide for ADHD walks through every descriptor with the reliability framework and evidence checklists, so nothing gets missed when the stakes are highest.
