PIP ADHD Northern Ireland: How to Claim Through the Department for Communities
PIP in Northern Ireland runs on its own legislation and its own agency — the Department for Communities (DfC), not the DWP. The descriptors and points system are the same as England and Wales, but the claim process, assessment provider, and challenge route have Northern Ireland-specific details that catch people out.
Starting a PIP Claim in Northern Ireland
Phone the PIP Centre on 0800 012 1573 to complete PIP1 (NI), which registers your claim. The claim date is set when you agree to the declaration at the end of the call and the caseworker submits the claim, so don't wait until you have evidence ready — call first, gather evidence after.
The DfC then sends PIP2 (NI) — "How your disability affects you" — with a one-month return deadline. If you need more time, phone the PIP Centre before the deadline expires to request an extension. Don't let the form sit while executive dysfunction eats your deadline.
The Assessment: Capita in Northern Ireland
In Northern Ireland, PIP assessments are conducted by Capita. A consultation may be by telephone or face-to-face; some claims can be decided from paper evidence. You have the right to:
- Bring a companion who can prompt you and provide their own observations
- Request reasonable adjustments under the Disability Discrimination Act 1995, which applies in Northern Ireland — including breaks for cognitive fatigue, a specific appointment time to align with medication, and a quiet waiting area
- Have the assessment audio recorded (telephone and face-to-face formats have default recording)
Filling in PIP2 (NI) for ADHD
The PIP2 form is identical in structure to the England and Wales version. For each daily living and mobility activity, describe what happens in practice when your ADHD is affecting you — not what you can do on your best day with maximum effort and help.
Apply the reliability framework to every answer: can you do the activity safely, to an acceptable standard, repeatedly, and within a reasonable time on more than 50% of days? If not, you meet a descriptor that scores points.
Key activities where ADHD typically scores in Northern Ireland claims are the same as elsewhere in the UK: preparing food (safety risks from inattention), managing medication (missed or doubled doses), engaging face to face (emotional dysregulation), making budgeting decisions (impulsive spending), and planning journeys (distractibility and overwhelming anxiety during travel).

Challenging a Decision in Northern Ireland
If your claim is refused or you receive fewer points than you expected:
- Mandatory Reconsideration — request within one calendar month of the decision letter date (late requests accepted up to 12 months with good cause). Phone the PIP Centre or write to them.
- Appeal to The Appeals Service (TAS) Northern Ireland — if the Mandatory Reconsideration upholds the original decision, you have one calendar month from the MRN date to appeal.
Tribunals in Northern Ireland can have up to three members, with expertise in law, medicine, disability, or finance. They hear appeals against Department for Communities decisions.
