How to Apply for Adult Disability Payment in Scotland
Who Can Apply
Adult Disability Payment is for people aged 16 to State Pension age who live in Scotland and have a physical, mental, or cognitive condition that affects daily living, mobility, or both. You don't need a formal diagnosis — what matters is how your condition affects what you can do day to day. ADP is non-means-tested, so savings, employment, and household income are irrelevant.
You must be ordinarily resident in Scotland, present in the Common Travel Area (UK, Ireland, Isle of Man, Channel Islands), and have been in the CTA for at least 26 of the past 52 weeks. Some serving members of the armed forces or civil servants working outside the CTA, and certain family members living with them, are exempt from the past-presence condition.
Four Ways to Start Your Application
Social Security Scotland gives you four application routes:
- Online through mygov.scot using myaccount
- Phone on the freephone number 0800 182 2222 (Monday to Friday, 8am–5pm)
- Paper form — request one by calling the same number; it comes with a pre-paid return envelope
- In person with support from Local Delivery, a free service available across Scotland
If you have access needs — such as BSL interpretation, Easy Read, Braille, large print, or help at home — contact Social Security Scotland to discuss the support it can provide. Local Delivery offers person-to-person help with an application at home or in a local community venue.
The Two-Part Structure
The application splits into two parts, and the timing between them matters.
Part 1 captures your identity, contact details, residence, and bank information. The date you submit Part 1 becomes your application date. Any award gets backdated to that date, so submit it as early as possible — even before you have all your supporting information ready.
Part 2 is the detailed section where you describe how your condition affects daily living and mobility. You have 8 weeks (56 calendar days) from your Part 1 date to complete it. If you submit Part 2 within that window, your entitlement is backdated to the Part 1 date.
If you need more time, you can ask Social Security Scotland for an extension — you don't need to give a reason. For an online application, if Part 2 is not submitted within 8 weeks, Social Security Scotland will assume you do not plan to complete it and delete it 90 days after you started it. That means you'd have to start again with a new application date.

What Part 2 Asks
Part 2 covers:
- Health conditions and when they started
- Professional contacts (GP, consultant, social worker, OT)
- Ten daily living activities — preparing food, eating, managing medication, washing, toilet needs, dressing, communicating, reading signs, engaging with people, and managing money
- Two mobility activities — planning and following journeys, and moving around
- Space for additional information and evidence
For every activity, describe what happens on a typical day and on your worst days. Include how long tasks take, how often you need help, and what happens afterwards (rest, pain, exhaustion). The statutory Regulation 7 reliability test means you're considered unable to do an activity if you can't do it safely, to an acceptable standard, repeatedly, and within a reasonable time — even if you can technically manage it sometimes.
What Happens After You Submit
Social Security Scotland processes your application using the information in Part 2, any supporting evidence, and internal practitioner discussions. Most decisions are made on paper without requiring a consultation (an in-person, phone, or video meeting with a health practitioner). The median time from receipt of Part 2 to decision for normal-rules applications was 86 working days as of July 2026, though some cases take longer.
You'll receive a Notice of Determination by post explaining your point scores, award levels, payment dates, and how to challenge the decision if you disagree.
Our Adult Disability Payment claim guide walks you through every Part 2 question with self-assessment worksheets, evidence-gathering templates, and a timeline planner to keep your application on track within the 8-week window.
