Free Help With Your Adult Disability Payment Application in Scotland

You don't have to fill in your Adult Disability Payment application alone. Several free services across Scotland can help you complete the forms, gather evidence, and understand the process — and none of them charge a penny.

Citizens Advice Scotland and Local Bureaux

Citizens Advice Bureaux operate in every local authority area in Scotland. Their welfare rights advisers can help you complete both Part 1 and Part 2 of the ADP application, explain what evidence strengthens your claim, and represent you at a First-tier Tribunal if it comes to that.

Many bureaux run Money Talk Teams specifically funded to help with benefit claims. The catch is demand — waiting times of several weeks are common, so contact your local bureau as soon as you start thinking about applying. You have eight weeks from submitting Part 1 to return Part 2, and that window moves quickly.

Find your nearest bureau through the Citizens Advice Scotland website or by calling their helpline.

Local Authority Welfare Rights Teams

Most Scottish councils run their own welfare rights units. These teams offer the same kind of help as Citizens Advice — form completion, evidence advice, redetermination support — and often have shorter waiting lists because fewer people know about them.

Search your council's website for "welfare rights" or call their general enquiry line and ask to be referred. Some teams do home visits if you cannot travel to their office.

Advice Direct Scotland — Statutory Independent Advocacy

Since January 2026, Advice Direct Scotland has held the Scottish Government contract for independent advocacy under the Social Security (Scotland) Act 2018. If your disability means you need an advocate's help to engage effectively with Social Security Scotland, you have a statutory right to this service.

An advocate can attend consultations with you, help you communicate your needs, and make sure Social Security Scotland hears your views. They cannot fill in the form for you or give benefits advice — their role is to support your voice in the process.

Contact Advice Direct Scotland through their helpline or website to request advocacy support.

Social Security Scotland's Own Local Delivery Officers

Social Security Scotland's Local Delivery service is available across Scotland. Its advisers can sit down with you — either in a local hub or in your home — and help you work through the application step by step.

They assist with form completion but do not make decisions on claims. To arrange a visit, call Social Security Scotland on 0800 182 2222 and ask for Local Delivery support. Appointments can take place at your home, a community venue, by phone, or by video call.

When to Start Looking for Help

The single most important thing is timing. Part 2 of the ADP application must reach Social Security Scotland within eight weeks of your Part 1 submission date. If you are going to need help, start arranging it before or immediately after you submit Part 1 — not when you are already halfway through the deadline.

If you want a structured approach to organising your answers before your appointment, our Adult Disability Payment claim guide walks through every activity and descriptor so you arrive at any advisory appointment with your evidence already mapped out.

What If You Cannot Get an Appointment in Time?

If waiting lists mean you cannot get professional help before your eight-week deadline, you have options. You can ask Social Security Scotland for more time to complete Part 2 — they can extend the deadline, and they do not require a specific reason. You can also submit Part 2 with what you have and add more evidence later, since Social Security Scotland continues gathering supporting information after submission.

The worst outcome is letting the deadline pass without submitting Part 2 or requesting an extension, because that loses the backdated payment date you secured when you submitted Part 1.
