Child Disability Payment to Adult Disability Payment in Scotland

When a young person receiving Child Disability Payment in Scotland reaches 16, they become eligible to apply for Adult Disability Payment. The transition is not automatic — it requires a new application — and the timing matters for avoiding a gap in income.

The Key Ages

Age 16: The young person can apply for ADP from 13 weeks before their 16th birthday. CDP does not stop immediately — they can choose to stay on Child Disability Payment until they turn 18. But they cannot receive both at the same time, so applying for ADP means the CDP award ends when the ADP award starts.

Age 18: CDP usually ends. If the young person applied for ADP before turning 18 and is still waiting for a decision, they can sometimes keep getting CDP for a limited time after 18. If they have not applied, CDP usually stops when they turn 18 and they can make a new ADP application afterwards.

When to Apply

The safest approach is to submit the ADP Part 1 application several months before the CDP award is due to end. The latest statistics, covering applications processed to 31 July 2026, report a median of 86 working days for normal-rules applications — so applying at 16 or 17, well before the CDP end date, gives the best chance of a seamless transition.

If Part 2 is returned within eight weeks of Part 1, any ADP award is backdated to the Part 1 date. This means there should be no gap in payments as long as the ADP application is submitted before CDP ends.

The Application Is Separate

The ADP application is a completely new process. The young person's CDP award history does not transfer across — Social Security Scotland assesses their current functional abilities against the adult descriptors. The adult activities and descriptors differ from the child ones, particularly around mobility and daily living independence, so the Part 2 form needs to reflect how the condition affects them now as a young adult.

If the young person has capacity to manage their own claim, they submit the application themselves. If they need help, a parent can act as a third-party representative, or if the young person lacks capacity, a formal appointee or someone with existing legal authority can apply on their behalf.

What Changes in the Adult Assessment

ADP assesses 10 daily living activities and 2 mobility activities, with point thresholds of 8–11 for Standard rate and 12+ for Enhanced rate. The daily living activities include preparing food, managing therapy, washing, dressing, communicating, reading, engaging socially, and managing money — some of which may not have been relevant in a child assessment.

Think carefully about what the young person does independently now versus what a parent or carer still does for them. If a parent is still cooking every meal, managing medication, handling finances, or accompanying them on every journey, that support need should be described in the application — the scoring is based on what help is needed, not what the young person could theoretically do.

Avoiding a Payment Gap

The critical risk is timing. If the ADP application is submitted after CDP has ended, there will be a gap between the last CDP payment and the first ADP payment — potentially several months given processing times.

To avoid this:

  1. Submit ADP Part 1 before the young person's 18th birthday (ideally at 16 or 17)
  2. Complete and return Part 2 within eight weeks to protect the backdated payment date
  3. If processing delays occur, the ADP award will be backdated to the Part 1 date, covering the gap

Our ADP claim guide covers the transition in detail, including how to describe support needs that may have been taken for granted during childhood.
