Carer's Allowance and State Pension: Underlying Entitlement Explained
Why Your Pension Blocks the Payment
Under the overlapping benefits rules, you can't receive two income-replacement benefits at full rate in the same week. If your State Pension is £86.45 a week or more, it "overlaps" Carer's Allowance and the allowance isn't paid.
The full new State Pension in 2026/27 is £241.30 a week — far above the Carer's Allowance rate. Someone receiving the full new State Pension will not get an additional Carer's Allowance payment.
If your State Pension is less than £86.45 a week (possible with an incomplete NI record), Carer's Allowance pays the difference as a top-up.
What Underlying Entitlement Means
When DWP can't pay your Carer's Allowance because of an overlapping benefit, they still record that you meet all the caring conditions. This status is called "underlying entitlement." You satisfy the 35-hour rule, the cared-for person gets a qualifying disability benefit, and you pass the earnings and residence tests — you just don't get a cash payment.
Underlying entitlement is not a consolation prize. It unlocks real money elsewhere.
What Underlying Entitlement Gives You
Pension Credit Carer Addition
If you or your partner receive Pension Credit (Guarantee Credit), underlying entitlement to Carer's Allowance qualifies you for the carer addition within Pension Credit. This is extra money on top of your standard Pension Credit, and for some households it's worth more than Carer's Allowance itself would have been.
Council Tax Reduction
Many local councils give a higher council tax discount to households where someone has underlying entitlement to Carer's Allowance. The exact amount depends on your council's local scheme.
Protects the Cared-For Person's Severe Disability Premium
This is the most important consequence. When Carer's Allowance is actually paid, the person you care for usually loses their Severe Disability Premium (SDP) or Pension Credit Severe Disability Addition. The SDP can be worth tens of pounds a week — sometimes more than the Carer's Allowance itself.
With underlying entitlement, no cash Carer's Allowance is paid, so the cared-for person keeps their SDP in full. The household gets the best of both worlds: the carer accesses the Pension Credit carer addition, and the disabled person keeps their premium. State Pension itself does not add NI credits; carers below State Pension age should check whether Carer's Credit applies to any caring gaps.
| Carer's status | Cash CA paid? | SDP status | Pension Credit carer addition? |
|---|---|---|---|
| Paid Carer's Allowance | Yes (£86.45/wk) | Usually lost | Not applicable (CA paid instead) |
| Underlying entitlement (pension overlap) | No | Kept in full | Yes |

How to Get Underlying Entitlement
You claim Carer's Allowance in the normal way — online at gov.uk or by post using form DS700(SP) if you receive a State Pension. DWP processes the claim, confirms you meet all the conditions, and then issues a decision letter explaining that the benefit can't be paid because of your pension but that underlying entitlement is established.
Take that decision letter to the Pension Credit service or your council's benefits team to trigger the extra amounts.
Other Overlapping Benefits
State Pension is the most common overlap, but the same rules apply to contributory Employment and Support Allowance, contribution-based Jobseeker's Allowance, Incapacity Benefit, Bereavement Allowance, Maternity Allowance, and Severe Disablement Allowance. If any of these exceeds £86.45 a week, Carer's Allowance is blocked but underlying entitlement still holds.
It's Always Worth Claiming
Pension-age carers sometimes skip the Carer's Allowance application because they know they won't get a payment. That's a costly mistake. The Pension Credit carer addition, council tax reduction, and SDP protection for the cared-for person all depend on having that underlying entitlement on record.
The Carer's Allowance Claim Guide walks through the pension interaction, shows how to work out whether your household is better off with underlying entitlement, and covers the DS700(SP) form for pensioners.
