Carer's Allowance and the Severe Disability Premium: SDP Impact Explained
What the Severe Disability Premium Is
The Severe Disability Premium (SDP) is an extra amount paid within certain means-tested benefits — including income-related ESA, Income Support, and Housing Benefit — to a disabled person who lives alone (or is treated as living alone) and receives a qualifying disability benefit like PIP daily living, Attendance Allowance, or DLA care at the middle or highest rate. Pension Credit has an equivalent called the Severe Disability Addition.
The SDP can be worth a significant amount per week. For many disabled people on legacy benefits, it forms a meaningful part of their total income.
Why Carer's Allowance Threatens the SDP
Here is the problem: one of the conditions for receiving the SDP is that nobody is receiving Carer's Allowance — or the Universal Credit carer element — for looking after the disabled person. If you claim Carer's Allowance and receive a payment, the person you care for will usually lose their Severe Disability Premium.
This creates a situation where your household can end up worse off overall. You gain £86.45 per week from Carer's Allowance, but the person you care for loses an SDP that may be worth a similar or even larger amount. The net effect on total household income can be negative.
This is the single most important financial check to make before claiming Carer's Allowance, and it is the one most often missed.
When the SDP Is at Risk
The SDP is at risk when:
- The person you care for receives a legacy means-tested benefit (income-related ESA, Income Support, or Housing Benefit) or Pension Credit that includes the SDP
- You would receive a paid Carer's Allowance award (not just underlying entitlement)
- Or you would receive the Universal Credit carer element for looking after them
If the person you care for is on Universal Credit rather than legacy benefits, there is no SDP to lose — Universal Credit does not include a Severe Disability Premium (it was never part of the UC design). However, some claimants who were migrated from legacy benefits to UC received transitional protection that included compensation for their lost SDP, and that protection has its own rules.

How Underlying Entitlement Protects the SDP
This is the crucial distinction. If you claim Carer's Allowance but it is not paid because you receive a higher overlapping benefit — most commonly the State Pension — you have "underlying entitlement" to Carer's Allowance rather than an active payment.
Underlying entitlement does not trigger the SDP removal. The person you care for keeps their Severe Disability Premium in full, because nobody is actually receiving a Carer's Allowance payment for them.
At the same time, your underlying entitlement can unlock the Pension Credit carer addition (if you qualify for Pension Credit) and the benefit cap exemption. It does not by itself give you ongoing Class 1 NI credits; Carer's Credit may cover limited periods around a Carer's Allowance award. For pension-age carers, this can preserve the cared-for person's SDP while qualifying the carer for the addition.
The Household Check You Must Do First
Before claiming Carer's Allowance, check whether the person you look after receives any of these:
- Income-related ESA with the Severe Disability Premium
- Income Support with the Severe Disability Premium
- Housing Benefit with the Severe Disability Premium
- Pension Credit with the Severe Disability Addition
If they receive any of those, calculate the household impact before submitting your claim. Compare what you would gain from Carer's Allowance (and any associated premiums or elements) against what they would lose from the SDP.
If your State Pension is above £86.45 per week, you will not receive a Carer's Allowance payment — only underlying entitlement — and the SDP is safe. In that case, claiming is straightforward and beneficial.
If you would receive a paid Carer's Allowance, the calculation is more complex. Citizens Advice, Carers UK, or a local welfare rights service can run a full benefit check for your household. The free benefit calculators at Turn2us and Entitledto can also model the impact.
