Carer's Allowance Qualifying Benefits: PIP, DLA and Attendance Allowance

The Qualifying Benefit Requirement

You can only claim Carer's Allowance if the person you care for currently receives one of a specific set of disability benefits. This isn't about your own health — it's about their award. DWP checks their benefit records directly, so the qualifying benefit must be active at the time of your claim.

Which Benefits Qualify

The cared-for person must be receiving one of these:

Personal Independence Payment (PIP)

  • Daily living component at the standard rate (£76.70/week in 2026/27) or the enhanced rate (£114.60/week)
  • The mobility component alone doesn't qualify — it must be the daily living component

Disability Living Allowance (DLA)

  • Care component at the middle rate (£76.70/week) or the highest rate (£114.60/week)
  • The lowest rate of DLA care (£30.30/week) does not qualify. If the person you care for only receives the lowest rate, you cannot claim Carer's Allowance based on that award

Attendance Allowance (AA)

  • Either rate — the lower rate (£76.70/week) or the higher rate (£114.60/week)
  • Attendance Allowance has no mobility component, so any AA award qualifies

Armed Forces Independence Payment (AFIP)

  • Any award qualifies

Constant Attendance Allowance (CAA)

  • Paid at or above the normal maximum rate alongside Industrial Injuries Disablement Benefit or a War Disablement Pension

Scottish devolved equivalents

  • Adult Disability Payment daily living component (standard or enhanced)
  • Child Disability Payment care component at the middle or highest rate
  • Pension Age Disability Payment at either rate

Note that new claimants in Scotland apply for Carer Support Payment through Social Security Scotland, not Carer's Allowance through DWP.

Common Mistakes

DLA lowest rate doesn't qualify

This catches many parents. If a child receives DLA care at the lowest rate only, there's no Carer's Allowance entitlement. The family needs to consider whether the child's condition has changed enough to warrant a supersession request to the middle or highest rate.

The mobility component doesn't count

A person receiving PIP enhanced mobility but no daily living component — or DLA mobility only — doesn't trigger Carer's Allowance eligibility. It's the care/daily living side that matters.

Waiting for a decision

If the person you care for has applied for PIP, DLA, or Attendance Allowance but hasn't received a decision yet, you can still submit your Carer's Allowance claim. DWP will hold it until the disability benefit is awarded. If the award comes through, your Carer's Allowance can be backdated — and if the disability benefit itself was backdated on appeal, longer backdating may apply.

What Happens If the Qualifying Benefit Stops

Your Carer's Allowance depends on the cared-for person's disability award continuing. If their PIP, DLA, or Attendance Allowance is reduced below the qualifying level or ends entirely — whether through a reassessment decision, a move into residential care, or the person's death — your Carer's Allowance stops too.

After the cared-for person enters a publicly funded care home, their qualifying benefit usually ends within 28 days (the position differs if they fund the care themselves). Once the qualifying benefit goes, so does your Carer's Allowance.

If the cared-for person's disability benefit is reduced at a review and they're challenging the decision, report the change to the Carer's Allowance Unit but make clear that a mandatory reconsideration or appeal is pending. DWP will decide how to handle your award while the challenge is in progress.

One Carer per Disabled Person

Only one person can receive Carer's Allowance (or the UC carer element) for the same disabled individual. If two people both provide 35+ hours of care for the same person, they need to agree who claims. DWP won't pay both.

The Carer's Allowance Claim Guide covers every qualifying benefit scenario, explains the interaction with the cared-for person's own Severe Disability Premium, and walks through what to do when awards change.
