Carer's Allowance Eligibility: Who Qualifies in 2026/27?
The Five Tests You Must Pass
Carer's Allowance looks simple on paper, but each of the five qualifying conditions has details that trip people up. You must meet all of them in every week you claim.
1. You Care for Someone at Least 35 Hours a Week
The 35-hour rule is the foundation of the claim. Those hours must go to one person — you cannot add up time spent caring for two different people to reach the threshold.
What counts as caring is broader than most people expect. Cooking meals, helping with washing and dressing, supervising someone to keep them safe, managing medication, taking the person to appointments, handling their correspondence, and overnight listening all qualify. You don't need to be doing hands-on nursing for every one of those 35 hours.
2. The Person You Care for Gets a Qualifying Disability Benefit
The person must be receiving one of these at the time you claim:
- PIP daily living component (standard or enhanced rate)
- DLA care component (middle or highest rate)
- Attendance Allowance (either rate)
- Armed Forces Independence Payment
- Constant Attendance Allowance at or above the normal maximum rate (with Industrial Injuries Disablement Benefit or a War Disablement Pension)
In Scotland, the equivalents apply: Adult Disability Payment daily living, Child Disability Payment middle or highest care rate, or Pension Age Disability Payment. However, new claims in Scotland go through Carer Support Payment instead of Carer's Allowance.
If the cared-for person has applied for a qualifying benefit but hasn't had a decision yet, you can still submit your Carer's Allowance claim — DWP will hold it until the disability award is confirmed, then backdate if appropriate.
3. Your Net Earnings Are £204 a Week or Less
This is net earnings after deducting income tax, National Insurance, 50% of any pension contributions, allowable work expenses, and qualifying care costs you pay while at work. Gross pay doesn't matter — only the net figure DWP calculates under the Computation of Earnings Regulations.
The limit is a hard cliff edge: earn £204.01 net in a week and you lose the entire £86.45 for the following week. No taper, no partial payment.
4. You're Not in Full-Time Education of 21+ Supervised Hours a Week
The 21-hour count includes classes, lectures, seminars, and required study time expected by your university, college, or learning provider. Independent study that the provider does not require is not included. A course described as full-time may still count as full-time even if its supervised hours are below 21, so check how DWP will treat your course before claiming.
5. You Meet the Residence and Presence Conditions
You must normally live in England, Wales, or Northern Ireland. For claims in England or Wales, you must have been in Great Britain for at least 2 of the last 3 years; for Northern Ireland claims, you must have been in Northern Ireland for at least 2 of the last 3 years. This test does not apply if you are a refugee or have humanitarian protection. Separate rules apply if you live abroad as a member of the armed forces.
People subject to immigration control with no recourse to public funds cannot claim. EU, EEA, and Swiss nationals usually need settled or pre-settled status.
Age and Other Conditions
You must be 16 or over. There's no upper age limit — pension-age carers can and should claim to establish underlying entitlement, even though their State Pension will usually prevent a cash payment.
Only one person can receive Carer's Allowance (or the UC carer element) for the same disabled person. If two carers both meet the 35-hour test for the same individual, they need to agree who claims.
A Quick Eligibility Check
Before starting the form, run through this list:
- Do you spend 35+ hours a week caring for one person?
- Does that person currently receive a qualifying disability benefit?
- Are your net weekly earnings £204 or less?
- Are you studying fewer than 21 supervised hours a week?
- Do you live in England, Wales, or Northern Ireland and meet the presence test?
If you answered yes to all five, you're eligible. The Carer's Allowance Claim Guide covers the earnings calculation, the effect on both people's benefits, and how to fill in the form.
