Carer's Allowance in Northern Ireland: How to Apply Through the DfC

Same Rules, Different System

Carer's Allowance in Northern Ireland has the same eligibility conditions, the same rates, and the same earnings limit as in England and Wales. The weekly rate is £86.45, the net earnings limit is £204 a week, the 35-hour caring test applies, and the qualifying disability benefits are identical.

What differs is who runs it. In England and Wales, Carer's Allowance is administered by DWP's Carer's Allowance Unit. In Northern Ireland, it's the Department for Communities (DfC) through its Disability and Carers Service. That means different application portals, different postal addresses, and a different appeals route.

How to Apply

Online

Apply through the nidirect portal at nidirect.gov.uk. The online form mirrors the GB version — it asks for your details, the cared-for person's disability benefit information, your earnings, and your bank details.

By Post

Request a paper claim form from the Disability and Carers Service. Northern Ireland uses its own version of the DS700 form. Don't download the GB DS700 from gov.uk — the postal addresses are different and the processing teams are separate.

By Phone

You can call the Disability and Carers Service to request a form or get help completing one. The phone numbers are listed on your award letter or the nidirect website.

What You'll Need

The same documentation as a GB claim:

  • Your National Insurance number and the cared-for person's NI number
  • The cared-for person's disability benefit claim reference (PIP, DLA, or Attendance Allowance)
  • Recent payslips or self-employment accounts
  • Pension contribution details
  • Bank account sort code and account number

Backdating and Processing

The same three-month backdating rule applies. If you met all the eligibility conditions for the past three months, the DfC will backdate your claim from the date they receive it. The longer backdating for late disability award decisions also applies in Northern Ireland.

Processing times vary. The DfC doesn't publish a standard waiting period, but straightforward claims are usually decided within a few weeks.

If Your Claim Is Refused

The appeals process in Northern Ireland follows the same two-stage structure as in GB, but the forms and destinations are different:

Stage 1: Mandatory Reconsideration

You have one month from the date on the decision letter to request a mandatory reconsideration. Use form MR2(NI) and send it to the Jobs and Benefits office that made the decision.

Stage 2: Tribunal Appeal

If the mandatory reconsideration doesn't change the outcome, you have one month from the reconsideration notice to appeal. In Northern Ireland, appeals go to The Appeals Service using form NOA1 (SS) — not to HMCTS or form SSCS1 (those are the GB equivalents).

Benefit Interactions in NI

The same benefit interaction rules apply. Carer's Allowance is deducted from Universal Credit, overlapping benefits block the cash payment, and underlying entitlement still unlocks premiums and additions. Northern Ireland retained some legacy benefits longer than GB in some cases, but the core Carer's Allowance interaction rules are identical.

Rate Relief (Northern Ireland's equivalent of Council Tax Reduction) may also be affected by a Carer's Allowance award. Contact the NI Housing Executive or your local council to check your household's position.

Scotland Is a Separate System

If the person you care for lives in Scotland or you're thinking of moving there, be aware that Scotland has replaced Carer's Allowance with Carer Support Payment through Social Security Scotland. The NI system and the Scottish system are entirely separate — Northern Ireland residents apply through the DfC, not Social Security Scotland.

The Carer's Allowance Claim Guide covers both the GB and Northern Ireland application routes, the earnings calculation, and the appeal process with the correct forms for each jurisdiction.
