Carer Support Payment Scotland vs Carer's Allowance: Key Differences

Scotland Has Its Own System Now

New claims in Scotland go through Social Security Scotland for Carer Support Payment. Most existing Carer's Allowance cases expected to transfer had moved by November 2025, but DWP still administers Carer's Allowance for a small group under historic transitional arrangements.

This post explains the key differences for anyone comparing the two systems — particularly if you are moving between Scotland and the rest of the UK, or if you care for someone across the border.

Same Core Rules, Some Differences

Carer Support Payment shares the same basic structure as Carer's Allowance: you need to provide at least 35 hours of care per week to someone receiving a qualifying disability benefit, your net earnings must be at or below the threshold (£204 per week in 2026/27), and the weekly payment rate is £86.45.

The qualifying disability benefits are also equivalent, with Scottish replacements accepted alongside DWP benefits: Adult Disability Payment daily living, Child Disability Payment middle or highest care rate, and Pension Age Disability Payment alongside PIP, DLA, and Attendance Allowance.

Where the systems diverge:

  • The Scottish Carer Supplement — eligible Carer Support Payment recipients automatically get an extra £11.70 a week alongside their payment. A small group still receiving Carer's Allowance under transitional arrangements may continue to receive the old Carer's Allowance Supplement twice a year
  • Student rules — Scotland has different eligibility rules for carers in full-time education, with distinctions based on age and course type that are more flexible than the blanket 21-hour supervised study limit in England, Wales, and Northern Ireland
  • Application process — claims are made to Social Security Scotland rather than DWP, using a different form and portal

Moving Between Scotland and the Rest of the UK

If you move from England, Wales, or Northern Ireland to Scotland, your Carer's Allowance continues for 13 weeks after the move. Tell DWP and apply for Carer Support Payment as soon as possible after moving. Your Carer's Allowance then stops, and Social Security Scotland decides your new claim; applying promptly reduces the risk of a payment gap.

Moving the other direction — from Scotland to England, Wales, or Northern Ireland — also has a transition period. Carer Support Payment can continue for up to 13 weeks after the move while you apply for Carer's Allowance with DWP.

The 13-week transitional period is important. If you do not claim with the new agency in time, you could face a gap in payments.

Which Guide Is for You?

Our Carer's Allowance Claim Guide covers the system in England, Wales, and Northern Ireland — the DWP-administered Carer's Allowance with the DS700 form, the earnings limit, the overlapping benefits rules, and the interaction with Universal Credit and Pension Credit. It also explains underlying entitlement and the Severe Disability Premium warning, which apply regardless of which nation you are in.

If you live in Scotland and need detailed guidance on Carer Support Payment, the companion guide for that system is available separately on our site. The two systems share the same foundational rules but differ enough in application process, student eligibility, and supplementary payments that they require separate treatment.
