Adult Disability Payment Waiting Time and Processing Scotland
Current Processing Times
As of July 2026, the median time from receipt of Part 2 to decision for normal-rules ADP applications was 86 working days. A median is the midpoint: half took less time and half took longer. Of applications decided by 31 July, 48% were processed within 60 working days, while 4% took 141 working days or more.
The wide range reflects the complexity of individual cases — whether a consultation was needed, whether supporting information arrived quickly, and how much detail was in the Part 2 application.
Claims made under Special Rules for Terminal Illness are processed on a fast track. Social Security Scotland aims to decide these within 7 working days of receiving a completed application form and BASRiS form.
Why the Wait Varies
Several factors affect how long your application takes:
Supporting information delays. If Social Security Scotland contacts your GP or consultant for evidence and they're slow to respond, processing stalls until the information arrives — or until the Case Manager decides to proceed without it.
Consultation scheduling. If a consultation is needed, the time to arrange and complete it (phone, video, face-to-face, or home visit) adds weeks.
Application completeness. A detailed, well-supported Part 2 submission that clearly describes your difficulties across all 12 activities can often be decided without a consultation. Brief or vague answers are more likely to trigger further evidence requests.
Backdating Rules
This is the good news about the wait. Your Part 1 submission date protects your entitlement. No matter how long processing takes, if you're awarded ADP, payment is backdated to the date you submitted Part 1 — as long as Part 2 was submitted within the 8-week window (or an approved extension).
So a 3-month wait doesn't mean 3 months of lost money. It means you receive a lump-sum arrears payment covering the entire period from your Part 1 date to the decision date, then regular 4-weekly payments going forward.
If Part 2 was submitted late without an extension or good reason, the effective date shifts to whenever Part 2 was received. That's why protecting your Part 1 date by submitting it early matters.

What to Do While You Wait
Don't assume no news is bad news. Social Security Scotland doesn't send progress updates during processing. Silence means your application is in the queue, not that something has gone wrong.
Send supporting information promptly. Social Security Scotland asks you to send supporting information within 28 days of submitting Part 2. If you receive something later, contact the agency for advice on adding it to your application.
Contact Social Security Scotland if it's been a long time. You can call 0800 182 2222 to ask about the status. They won't give you a decision over the phone, but they can tell you where your application is in the process.
Claim other benefits in parallel. ADP is non-means-tested and doesn't affect your eligibility for Universal Credit, Employment and Support Allowance, or other benefits. If you're eligible for other support, apply for it separately — you don't need to wait for your ADP decision first.
If You're Awarded Arrears
Backdated payments can be substantial. If processing took 12 weeks and you're awarded Enhanced Daily Living plus Standard Mobility, the arrears alone total over £1,250. This is paid as a one-off lump sum into your bank account before regular 4-weekly payments begin.
ADP payments are tax-free, and arrears are treated the same way. The lump sum doesn't count as income for Universal Credit or other means-tested benefits.
Our ADP claim guide includes a timeline planner to track every key date in your application — Part 1, Part 2 deadline, evidence submission dates, and expected processing windows — so nothing gets lost in the wait.
