PIP ADHD Evidence: What to Gather and How to Use It

Why a Diagnosis Alone Is Not Enough

PIP and Adult Disability Payment are awarded based on functional impact, not diagnosis. A letter confirming you have ADHD tells the decision-maker almost nothing about whether you need help preparing food, managing medication or navigating journeys. What they need is evidence showing how your inattention, impulsivity and executive dysfunction affect specific daily activities.

This is the single biggest reason ADHD claims fail at the initial decision — claimants submit a diagnosis confirmation and assume it speaks for itself.

The Evidence Hierarchy

Not all evidence carries equal weight. Here is roughly how decision-makers and tribunals rank it:

Strongest — functional assessments that describe what you cannot do:

  • Occupational therapy reports (private or NHS)
  • Access to Work assessments
  • Disabled Students' Allowance needs assessments
  • Community mental health team or psychology reports that describe daily functioning

Strong — clinical records showing ongoing treatment and impact:

  • GP records (request access to your personal data through a Subject Access Request, which is usually free, rather than paying for a GP letter)
  • Prescriber records showing stimulant medication, dose adjustments and notes about residual difficulties
  • Hospital or specialist clinic correspondence

Supporting — personal and third-party observations:

  • A detailed written statement from your partner, parent, carer or housemate describing the daily support they provide
  • Your own tracking log documenting how symptoms vary across days
  • Photographs or records of safety incidents (burnt pans, forgotten tasks, missed appointments)

Weakest — generic or non-functional:

  • A one-line GP letter saying "This patient has ADHD"
  • Self-reported symptom checklists without dates or context

Evidencing Inattention

Inattention in ADHD creates specific risks that map onto PIP activities. Useful evidence documents instances like:

  • Leaving the hob on or food burning because you walked away mid-cooking (Activity 1: Preparing Food)
  • Forgetting to take medication or accidentally double-dosing because you could not remember if you already took it (Activity 3: Managing Therapy)
  • Missing appointments, letters or deadlines because they dropped out of working memory
  • Losing track of time in the shower or forgetting to wash properly (Activity 4: Washing and Bathing)

GP prescribing records are particularly valuable here. If your prescriber has noted that medication does not fully resolve executive dysfunction, that directly rebuts the common assessor assumption that stimulant medication eliminates impairment.

Evidencing Impulsivity

Impulsivity evidence often comes from financial records and third-party statements:

  • Bank statements showing impulsive spending, overdraft fees or debt accumulation (Activity 10: Budgeting Decisions)
  • Reports of walking into roads without checking or making dangerous decisions during travel (Mobility Activity 1: Planning and Following Journeys)
  • Partner or carer statements describing interventions to prevent unsafe behaviour

Getting Your Evidence for Free

You have a legal right to access your personal data held by your GP under UK GDPR. A Subject Access Request is usually free, though a reasonable fee can apply if the request is manifestly unfounded or excessive, or for further copies. Ask specifically for consultation notes, prescribing history and any specialist correspondence, not just a summary.

If you have had an Access to Work or DSA assessment, request copies of those reports. They are written specifically to describe functional limitations and recommended support, which maps directly onto PIP descriptor language.

Organising Evidence by Activity

Rather than sending a stack of documents and hoping the decision-maker connects the dots, organise your evidence around the specific activities where you score points. For each activity where you need help, attach the relevant records and explain in your own words what the evidence shows.

The PIP and Adult Disability Payment for ADHD claim guide includes an evidence organiser worksheet that maps each piece of evidence to the activities it supports, so nothing gets overlooked and the decision-maker can follow your reasoning without searching through loose paperwork.
