Free Help Filling In the PIP Form: Where to Get Support in England and Wales

Free support exists — but waiting lists can be longer than your deadline

If you've received your PIP2 form and feel overwhelmed by the idea of filling it in alone, there are several free services across England and Wales that can help. The challenge is timing: the PIP2 must be returned within one calendar month, and many advice services have waiting lists that run longer than that.

Here's who can help and what each service actually offers.

Citizens Advice

Citizens Advice bureaux across England and Wales provide free, independent, confidential help with PIP claims. Advisers can help you understand the form, explain which descriptors might apply to your situation, and review your draft answers before you send them.

Many local bureaux offer drop-in sessions, telephone advice, and booked appointments. Some have specialist welfare rights workers who deal with PIP claims regularly.

The limitation is capacity. Demand for Citizens Advice has grown significantly, and some bureaux report long waits. If your local bureau can't see you within your form deadline, ask whether they can offer telephone or email guidance instead. In Wales, Citizens Advice Cymru provides the same service and can assist in Welsh.

Local authority welfare rights teams

Many councils in England and Wales employ specialist welfare rights advisers who can help with PIP forms at no charge. These advisers often have deep expertise in disability benefits and can help you frame your answers around the statutory descriptors and reliability criteria.

Contact your local council and ask for the welfare rights service. Availability varies — some councils have well-resourced teams, while others have cut back or merged their services. Rural areas and smaller authorities tend to have longer waits.

Scope

Scope is a national disability equality charity offering a free helpline and online community. Their advisers can walk you through the PIP form over the phone, and the online community is a useful place to ask questions and read about other people's experiences.

Scope helpline: 0808 800 3333 (free from landlines and mobiles), Monday to Saturday, 10am to 5pm.

Disability Rights UK

Disability Rights UK publishes comprehensive guides to PIP and other disability benefits, available free online. Their factsheets cover the claims process, the points system, and your rights at assessment. They don't offer individual casework, but their guides are well-referenced and regularly updated.

Other free advice sources

  • Advicenow (Law for Life) — online self-help guides, particularly strong on mandatory reconsiderations and tribunals
  • DIAL network — local disability information and advice services, coverage varies by area
  • Condition-specific charities — organisations like the MS Society, Mind, Versus Arthritis, Epilepsy Action, and Crohn's & Colitis UK often have benefit advisers who understand how specific conditions map to PIP activities
  • Carers UK / Age UK — specialist support for carers and older claimants

When you can't wait for an appointment

If your PIP2 deadline is approaching and you can't get a face-to-face appointment in time, you still have options:

  1. Call the PIP enquiry line (0800 121 4433) and ask for a deadline extension. The DWP can allow a longer period if they consider it reasonable — explain that you're waiting for advice support.
  2. Use telephone advice. Some Citizens Advice branches and welfare rights teams can help over the phone faster than booking an in-person slot.
  3. Ask a family member or carer to help. They can write the form based on what you tell them. The claimant normally signs the declaration; an appointee, attorney or deputy can sign for them, and the PIP2 form also allows someone else to sign if the claimant is too ill or disabled to sign.

A self-directed alternative

The PIP Claim Guide for England and Wales is designed for people who need to work through the form now, without waiting for an appointment. It includes activity-by-activity drafting prompts, an evidence index, and a claim timeline tracker. There's also a free checklist you can download without buying anything. Free services are always worth pursuing alongside — the guide and the advice aren't competing; they complement each other.
