What Does Attendance Allowance Unlock? Linked Benefits for Dementia Claimants

Attendance Allowance is worth £76.70 or £114.60 per week on its own, but it also acts as a gateway to other benefits that can more than double the total household income increase. Many families claim the allowance itself and then stop — missing thousands of pounds a year in linked entitlements that require the AA award to be in place.

Pension Credit Severe Disability Addition

If the person with dementia receives Attendance Allowance (or PADP in Scotland) at either rate and gets Pension Credit, they may qualify for the Severe Disability Addition: an extra £86.05 per week (£4,474.60 per year) added to their Guarantee Credit.

The conditions are:

  • The person receives AA or PADP at either rate
  • They live alone (or are treated as living alone — certain people in the household, such as those who are themselves severely disabled, do not count)
  • No one is paid Carer's Allowance or Scottish Carer Support Payment, and no one receives the Universal Credit Carer Element for looking after them

That last condition is critical. If an unpaid carer is paid Carer's Allowance or Scottish Carer Support Payment, or receives the Universal Credit Carer Element for looking after the person, the Severe Disability Addition is not payable. But if the carer has an underlying entitlement to Carer's Allowance — for example, because their State Pension is £86.45 per week or more, so Carer's Allowance is not physically paid — the addition can still be payable.

To claim: contact the Pension Credit helpline (0800 99 1234) and report the Attendance Allowance award. They will assess whether the Severe Disability Addition applies.

Carer's Allowance and the Overlap

An unpaid carer who provides at least 35 hours of care per week for the person with dementia can claim Carer's Allowance at £86.45 per week (2026/27), subject to a net earnings limit of £204 per week. In Scotland, Carer Support Payment replaces Carer's Allowance and includes a weekly Scottish Carer Supplement.

The overlap between Carer's Allowance and the Severe Disability Addition catches families out:

  • If someone is paid Carer's Allowance or Scottish Carer Support Payment, or receives the Universal Credit Carer Element for looking after the person, the person with dementia cannot get the £86.05 SDA
  • The net gain from paid Carer's Allowance over the lost SDA is only £0.40 per week — and the carer may not even be in the same household, so the person with dementia simply loses money

When the carer's State Pension is £86.45 per week or more, Carer's Allowance is not paid (it is an underlying entitlement only). In this scenario, the SDA can be preserved AND the carer can trigger the Carer Addition of £48.15 per week in the household's Pension Credit. This is the financially optimal position for many older couples where both partners are pensioners.

Pension Credit Carer Addition

If the Pension Credit claimant or their partner receives Carer's Allowance or Scottish Carer Support Payment, or has an underlying entitlement to either because another benefit pays more, a Carer Addition of £48.15 per week (£2,503.80 per year) can be added to their Pension Credit. This can stack alongside the Severe Disability Addition when the carer benefit is not paid.

Council Tax Severe Mental Impairment Disregard

A person certified as having a severe mental impairment (called significant cognitive impairment in Wales) may be disregarded for Council Tax purposes in England, Scotland, and Wales; a dementia diagnosis alone does not automatically qualify. The person must also be entitled to a qualifying benefit (AA or, in Scotland, PADP counts). Northern Ireland has domestic rates rather than Council Tax. If the person lives alone, the bill can be reduced to zero. If they live with one other adult, a 25% single-person discount applies.

This is a separate application to the local council. You need a medical certificate confirming the impairment and evidence of entitlement to a qualifying benefit. Many councils backdate the discount to when both conditions were first met.

The Combined Value

For a single pensioner with dementia receiving the higher rate of AA, the full package in 2026/27 could look like:

Benefit Weekly Annual
Attendance Allowance (higher rate) £114.60 £5,959.20
Pension Credit Severe Disability Addition £86.05 £4,474.60
Council Tax saving (England average Band D bill, full exemption) ~£46 £2,392
Total ~£247 ~£12,826

If there is also a carer with underlying Carer's Allowance entitlement in the household, add the Carer Addition (£48.15/week, £2,503.80/year).

None of these are automatic. Apply for each separately once its eligibility conditions are met.
