ADP vs PIP — Key Differences Between Scotland and England
Same Rates, Different System
Adult Disability Payment and Personal Independence Payment use the same weekly rates and the same 12-activity scoring framework. The point thresholds are identical (8–11 for Standard, 12+ for Enhanced), and from April 2026 the rates match exactly — £76.70/week Standard Daily Living, £114.60 Enhanced, £30.30 Standard Mobility, £80.00 Enhanced.
The differences are in how the system treats people applying, how evidence is gathered, and what happens when you disagree with a decision.
No Private Assessment Companies
The biggest structural change: Social Security Scotland doesn't outsource ADP consultations to private companies. Under PIP, the DWP uses assessment providers such as Maximus, Ingeus, and Serco in England and Wales, and the DWP itself conducts assessments in some areas. Under ADP, a consultation must be carried out by a suitably qualified practitioner employed by Social Security Scotland.
Consultations are also less common. Social Security Scotland treats them as a last resort — only when written evidence and internal practitioner discussions can't resolve the claim. Under PIP, a consultation may be needed if more information is required; it can be at an assessment centre, at home, by phone, or by video.
No Physical Examinations
ADP consultations are conversations, not physical tests. Nobody will ask you to lift your arms, bend over, walk across a room, or squeeze a grip meter. The practitioner asks about your daily routine in a trauma-informed dialogue. If you've been through a PIP assessment and are dreading a repeat, this is a genuine difference.

Two-Part Application With Date Protection
PIP has a single application form (PIP2) that you return within a month. ADP splits the process into Part 1 (personal details) and Part 2 (functional descriptions). Part 1 locks in your application date immediately, and Part 2 has an 8-week (56-day) window. Any award is backdated to the Part 1 date, giving you more time to prepare your detailed answers without losing entitlement.
You can also ask for an extension on Part 2 without giving a reason — there is no equivalent flexibility in the PIP system.
Short-Term Assistance
This is unique to Scotland. If your existing ADP award is reduced or stopped following a review, and you challenge the decision through redetermination or appeal, you can receive Short-Term Assistance (STA). STA pays the exact difference between your old award and the new lower one throughout the challenge period — and you don't have to pay it back if your challenge is unsuccessful.
Under PIP in England and Wales, there is no equivalent. If your award is reduced at review, your payment drops immediately, and you receive the lower amount while your mandatory reconsideration or appeal is processed.
Redetermination vs Mandatory Reconsideration
Both systems have an internal review stage before you can appeal to a tribunal, but the timelines differ:
- ADP redetermination: 42 calendar days to request one, Social Security Scotland has 56 days to complete it. Late requests may be accepted up to one year with good reason.
- PIP mandatory reconsideration: one month to request, no fixed processing deadline for the DWP.
By 31 July 2026, 47% of completed first-decision redeterminations from new applicants were allowed. The existence of a statutory 56-day deadline for the agency is another Scotland-only protection — if they miss it, you automatically gain the right to appeal to the First-tier Tribunal.
The PIP-to-ADP Transfer Is Complete
The managed transfer of all existing Scottish PIP recipients to Social Security Scotland finished on 28 August 2025. Every person in Scotland who was receiving PIP now has an ADP award instead. The transfer preserved existing payment amounts. Social Security Scotland aimed to honour DWP review dates where practicable, and people did not need to reapply as part of the transfer.
If you've moved to Scotland from England or Wales while on PIP, tell DWP about your move and make an ADP application promptly. DWP continues paying PIP for 13 weeks from the date you move. Under Regulation 52, if you are awarded ADP and Social Security Scotland receives your full name and date of birth within 26 weeks of the move and your application within 34 weeks, entitlement can start from the day your PIP entitlement ended.
What Stays the Same
The underlying Regulation 7 reliability criteria (safely, repeatedly, to an acceptable standard, within a reasonable time), the 50% required-period rule, and the 12 statutory activities are identical. The descriptors and point values are the same. ADP is the same benefit in substance — the difference is in how Scotland administers it: more human contact, fewer barriers, stronger challenge protections.
Our ADP claim guide is written entirely around the Scottish system — Social Security Scotland's specific processes, timelines, and terminology rather than adapted from a PIP guide.
